Harleen Kaur, Founder and Director, ICUC Consultants recently delivered a session in the International Conference Towards Garbage-Free Cities: Innovations in Waste Management and Sustainability, hosted by Anveshan at IIM Indore. ICUC appointed by Municipal Corporation of Gurugram to improve Swachh Survekshan ranking

The Municipal Corporation of Gurugram (MCG) is actively working to improve the city’s cleanliness standards and, for this purpose, has appointed ICUC Consultants. As part of this initiative, a workshop was recently conducted at the MCG office where experts from ICUC outlined a comprehensive plan. The plan aims to provide hands-on support in implementing best practices for Solid Waste Management and sanitation, in alignment with the Swachh Bharat Mission guidelines. The ultimate goal is to enhance the city’s performance and improve its ranking in the upcoming Swachh Survekshan 2024.

Improving Public Sanitation: Delhi’s Contribution to the Clean Toilets Campaign

On World Toilet Day, the Ministry of Housing and Urban Affairs (MoHUA) launched the Clean Toilets Campaign, a nationwide initiative to address the sanitation crisis. This five-week campaign, running from November 19th to December 25th, 2023, focused on enhancing the operation and sustainability of public and community toilets across India. Municipal Corporation of Delhi (MCD) actively participated in this crucial campaign, with ICUC playing a vital role. ICUC conducted a comprehensive assessment of public and community toilets. This assessment evaluated various parameters, including:
•Cleanliness and hygiene
•Maintenance and functionality
•Accessibility
•Safety and other facilities
ICUC employed a color-coding scheme to simplify the evaluation process for the MCD, allowing for easy identification of different parameters and the overall status of each toilet. By ensuring clean, functional, and accessible toilets, the campaign aims to create a healthier and more dignified environment for all citizens.

Empowering Cleanliness: Our Participation in the Swachhata Hi Seva Campaign

The Swachhata Hi Seva (SHS) campaign is a nationwide initiative aimed at fostering a people’s movement towards a cleaner and healthier environment. Recognizing that sanitation is everyone’s responsibility, the campaign encourages active community participation. ICUC is proud to have partnered with the Municipal Corporation of Delhi (MCD) in the 2023 SHS campaign. With the theme “Garbage-Free India”, the campaign focused on achieving visible cleanliness and improving the well-being of sanitation workers (Safai Mitras). Our contributions included:
Mobilizing volunteers: We actively engaged local communities to participate in cleaning drives across high-footfall areas like bus stands, railway stations, cantonment boards, tourist spots, zoos, national parks, and drains.
Promoting awareness: We disseminated information about the importance of sanitation and waste management through various channels, encouraging responsible waste disposal practices among the public.
Supporting Safai Mitras: We actively advocated for the welfare and safety of Safai Mitras, recognizing their crucial role in maintaining a clean environment.

ICUC Drives Delhi’s Sanitation Success in Swachh Survekshan 2023 and 2024

ICUC is proud to have partnered with the Municipal Corporation of Delhi (MCD) under Swachh Bharat Mission Urban, driving them to remarkable achievements in sanitation:
 Received ODF++ Certification in 2023, solidifying Delhi’s commitment to open defecation-free status
 Received 1 Star GFC Rating in 2023, recognizing consistent improvement in sanitation practices
 Delhi climbed from 33rd to 28th place in Swachh Survekshan 2023, showcasing impactful progress
Our comprehensive approach involves detailed data collection, review, and documentation of Swachh Survekshan. We provide expert guidance and recommendations to efficiently implement sanitation initiatives across all 12 zones of Delhi. We have diligently ensured that public areas are maintained in a pristine condition and have proposed aesthetic enhancements to further improve their appeal. Additionally, our team has been actively engaged in on-ground activities, facilitating the collection of citizen feedback, and providing valuable insights for continuous improvement.
This achievement reflects the collective efforts and dedication of both ICUC and the Municipal Corporation of Delhi in fostering a cleaner and healthier urban environment.

Indian Swachhata League 2.0, Delhi

ICUC played a pivotal role in facilitating the successful execution of the various events organised by the Municipal Corporation of Delhi (MCD) for the Indian Swachhata League 2.0 under Swachh Bharat Mission 2.0. Serving as a key handholding partner, ICUC supported MCD in organising youth-led cleanliness campaigns across major spots in Delhi. ICUC guided MCD through the entire process, ensuring seamless organization of impactful Swachhata-based programs, street plays, awareness drives, and waste-to-art exhibitions. Their assistance culminated in the submission of comprehensive entries, including photos and videos, showcasing the collective efforts toward achieving a garbage-free city through public participation.

Indian Swachhata League 2.0, Bhopal

Bhopal Municipal Corporation organised a Yoga event, hosting 10,000 participants as an initiative under the Indian Swachhta League 2.0 during Swachh Survekshan 2023. This event took place at Bhanpura, near Bhopal, a former dumpsite that spanned 37 acres. ICUC Consultants proudly served as the Project Management Consultants entrusted with the bioremediation of approximately 1.1 million cubic meters of waste, alongside capping and the scientific closure of the dumpsite. Our dedicated efforts resulted in a significant reduction of the waste’s land footprint by 21.03 acres. Presently, a flourishing 27-meter-high green expanse has been established by laying grass across 16 acres of this reclaimed land where this event event took place.

Handholding in Swachh Survekshan 2022 North DMC

ICUC provided consultancy services to North Delhi Municipal Corporation, which is home to over 90 lakh people, in supporting, monitoring, and managing Swachh Survekshan 2022 as part of the Ministry of Housing and Urban Affairs’ Swachh Bharat Mission-Urban. ICUC is responsible for data collection, quality documentation (Swachh Survekshan, ODF ++, GFC Star Rating Protocol), gap analysis, recommendations for measures to improve the city’s ranking, maintaining and regularly updating SBM (U) MIS, and developing an IEC and Behaviour Change Communication strategy to raise awareness and increase citizen engagement. As a result, North DMC improved their ranking from 45 in 2021 to 37 in 2022.

ICUC Consultants Pvt Ltd was awarded a Certificate of Excellence by the Katni Municipal Corporation for their excellent contribution to the cleanliness of Katni, Madhya Pradesh, as well as their outstanding handholding services in Swachh Survekshan 2021. Bhanpura Dumpsite Bioremediation

Bhanpura dumpsite, near Bhopal was active for 35 years and abandoned in January, 2018. The dumpsite was in a low lying area and had no lining and disposal was unscientific.

ICUC Consultants was appointed as Project Management Consultant for supervising the bioremediation, capping and scientific closure of around 1.1. million cum of waste lying at Bhanpura dumpsite in 37 acre of land. The project has reduced the land footprint of waste by 21.03 acres within the site and the remaining area has been capped in compliance to the SWM Rules 2016.

Kavita Issar Batra, an Indo-British artist is based in Singapore. Her art literally finds inspiration on the pavements and roads she walks, in the natural ‘litter’ from the trees and plants we usually just trample beneath our feet. She was invited to showcase her paintings and photographs by the High Commission of India in Singapore. Her work is in collections all over the world.

Bioremediation /Reclamation of Legacy Waste

Generation of unending waste and then managing it are not the only issues in solid waste management. Another battlefront lies glaring at the overflowing mountains of waste at the old dumpsites which have become historical landmarks in almost all the cities of India. They have become the new age volcanoes ready to explode at these dumpsites with non-existent edges. Years of leachate production causes water contamination, generation of greenhouse gases, odour, insect breeding, fire outbreaks, and land blocking have become the part of urban survival today.

Regulation has given its mandatory provisions for Bioremediation /Reclamation /Biomining of these dumpsites. Closures and rehabilitation of these old dumpsites has to be done.

ICUC Consultants is happy to have been involved in one such outlier project.
